Incompitent work standards


I submitted a study permit application for a Refugee permit holder expiring 2017.
The rejection came back advising that the applicant has is illegal as the asylum seeker has been rejected?
Where do they get their information from when looking through the documents submitted? Do they even really look at what is being submitted as they are rejecting unnecessarily. Its not fair as the applicant needs to pay VFS once again for appeal and I think they should be reimbursed based on the fact that it was a human error or fault on there side. It is not legally correct at all. Another issue if the VFS forms has an error on them then the client has to do a new application, apply for a refund and pay again for the new application. The whole system is really veruy frustrating and disapointing.
