SMART CARD ID - Identity Document

Me and my husband applied for smart card ID on the 24 March 2015 am amazed that before the end of the first week he received an sms saying he should collect his smart cards id and with me the home affairs is still analysing i can't understand what are they analysing i was born and raised in potchefstroom SA if I was an illegal immigrant they would have issued the smart card ID as soon as possible why should we south africans suffer like this?
